A royalty payment obligation is created whenever copyrighted musical content is performed/distributed via broadcast services of said types. i.e. Internet | Mobile | Radio | Television and also places as maybe determine by the copyright organizations.

Royalty Exemption
For Church and Non-copyright music content
The only exemption from such payments is if programming contained only spoken-word content… i.e. sermons, devotionals or non-copyrighted musical content. A church's tax-exempt status would offer no protection from this obligation otherwise
